Add /api/v1/accounts/familiar_followers to REST API (#17700)

* Add `/api/v1/accounts/familiar_followers` to REST API

* Change hide network preference to be stored consistently for local and remote accounts

* Add dummy classes to migration

* Apply suggestions from code review
